Here you could find prices for student hostels all over the Europehttp://www.hostels.com/en/europe.htmlAnd this i use personally for budget travelling:http://www.accorhotels.com/accorhotels/index.htmlAccor hotels have hotels of different level. Ibis, Formula1 and Etap are the cheapest ones at about 20-40euro per person.

you can go to the northern part of romania: maramures. there are no hotels, but you can stay in the village because people have transformed their houses into small motels. at 20-25 euro a day you have a decent room and a bathroom and you may also have the breakfast, launch and dinner. the only problem is that many people don't no any foreign language. but the beauty of the sight is absolutelly amazing.

The hostel I worked in was €16 a night, free food all the time and internet (Utrecht, NL).Nearly everyone these days books hostels through http://www.hostelworld.com/I actually hate this website, whilst its useful, if you or they make a mistake, you will never get your deposit back. When booking hostels on that site make sure you only have ONE window open or it may well reserve the wrong one for you. Many Spanish cities are very cheap to stay in, as probably will most in Eastern Europe. Have fun :)

The cheapest city in Europe? No idea, but in east-europe I think you will make the best deals... Definitely not London! For every destination: shared rooms at budget/youth hostels will be the cheapest. (for some youth hostels you have to be member of the international youth-hostel association). This winter I stayed in Berlin at a Meininger hostel for only 11,50 euro a night, breakfast included (but in a shared room).
